Oregon has been experimenting with programs that offer substance use services instead of drug possession charges for almost five months.

Data obtained through records request shows that from September to December, 410 people were referred to deflection, just under half of those in Multnomah County Of those, 21% ended up not qualifying for deflection mostly because of other crimes, 19% of those who qualified chose not to enter deflection.

Most of the people who entered deflection (82%) are still in deflection programs, 10 people have succeeded in completing the program, and 4% or 37 people failed deflection.

The biggest reasons for that failure were that the deflection participants could not be located after initially engaging, refused to engage after initially agreeing to, or decided to leave the program after initially starting it.

Data shows about 60% of the 189 referrals given to deflection participants from September to December are for substance use treatment. Other services include housing, mental health services, peer recovery support, employment services, etc.

The most common type of referral was for outpatient services with a total of 29 referrals for that service and 20 people actually receiving it. Substance use counseling is the second most common with 27 referrals and 22 people receiving it. Only six people were referred to inpatient treatment and only 3 received it, 17 people were referred to housing support and 15 people received those services.
