I wasn't able to find anything like a datasheet for this part so I'm not 100% sure exactly what it is. That being said though, the Silicon Zoo website has a listing for an " IBM Eagle" and it looks very similar to this part. On that page they state theirs is from a 1Mbit memory chip, potentially a first of its kind at the time. Whether or not this part is related or a similar part is still up for debate at this point.

The chip was soldered to a ceramic carrier with 22 pins, which was encapsulated in an aluminum housing. the green epoxy made a great bond with the aluminum at I would be willing to be it was sealed up pretty tight. This type of packaging looks like a later iteration of the IBM SLT package line. There is a great Wikipedia article on that if you are looking for more information.
