Yuri Sakazaki is kidnapped by someone called Q, the Emperor of Questions, but leaves a letter for Ryo that reads, "Brother! Quiz City is in danger!" Q has created Grandmar, a device capable of warping the minds of all people to conquer the world.

The game consists of two main modes. Similar to a board game, the player begins the session by stopping a roulette wheel and advancing the indicated number of spaces. Each space has a different event that can occur once the player reaches it. One scenario includes a special two-player challenge, where the game will display a prompt on the screen and reward the fastest player with a free turn or an extra life.

The most common outcome is a quiz challenge featuring one of six available protagonists: Ryo Sakazaki (Art of Fighting), Robert Garcia (Art of Fighting), Terry Bogard (Fatal Fury), Mai Shiranui (Fatal Fury), Haohmaru (Samurai Shodown), and Nakoruru (Samurai Shodown). The questions, each with four answer options, range from entertainment, sports, politics, geography, and SNK trivia about their characters. The player is given a short amount of time to answer each question. They lose a health block if they get the answer wrong or fail to answer before the time runs out.

By meeting the quiz quota, the player will receive money or items that give them an advantage in the quiz, and they can purchase items by paying at shops located in the center of the map. However, there is a limit to the number of items they can possess.

The battle sequences also follow the quiz format, as the player cannot harm their enemies until they get a correct answer.
If he responds without losing seconds from the counter, the selected character will perform a super attack or a more powerful attack than usual. The enemy's health percentage varies depending on the character, encouraging players to make quick responses to quickly end a match.
