Note: When casting Fischl's Burst, Oz is considered Elemental Skill so she can proc 4 Tenacity's effect with both E and Q. Oz also has no problem triggering Elegy's buff making Fischl ideal as an 4ToM + Elegy support. However, Oz won't benefit from Elegy + 4 ToM buffs because the skill snapshots at the time of casting unless you resummon.
