Abstract: Abstract: Assessed will be the significance of the Armenia-Azerbaijan agreement on August 8. There are many dimensions to the agreements reached and it may also be too early to assess their significance. The significance of the documents for Armenia and their place in international relations will be the focus of the main discussion. Also, the fundamental fact that Azerbaijan and Armenia have reaffirmed their commitment to certain relevant principles and that these documents constitute a significant step in the right direction both in substance and negotiation technology will be highlighted. The central role bilateral negotiations have played in signing of these documents will be emphasized. These agreements leave out many important issues, although they strengthen the preservation of Armenia’s sovereignty and the securing of its territorial integrity, as well as remove the threat of an Azerbaijani military action against the south of Armenia. It is now up to Armenia and Azerbaijan to work together, along with Georgia, not to allow their newfound path to peace to be coopted and/or be disrupted by any of the external forces.

Gerard J. Libaridian is a retired historian and diplomat. He has taught and written on Armenian history and authored numerous books, articles and reports on contemporary Armenian, South Caucasus, and Middle Eastern affairs. Libaridian was a co-founder of the Zoryan Institute for Contemporary Armenian Research and Documentation (Cambridge, Massachusetts,1982) and served as its director until 1990. During that period, he also was editor of the Armenian Review (1983-1988). From 1991 to1997, Dr. Libaridian served as senior advisor to the first President of Armenia, First Deputy Minister of Foreign Affairs, and Secretary of the National Security Council. He has taught and lectured extensively in institutions of higher learning in the US and internationally. Before his retirement in 2012 he held the Alex Manoogian Chair in Modern Armenian History at the University of Michigan, Ann Arbor. Libaridian is currently working on several projects. His most recent books in English are “A Precarious Armenia. The Third Republic, the Karabakh Conflict, and Genocide Politics” (London, 2023) and “Liberation and Revolution. Critical Essays in Modern Armenian History” (London, 2024).
Dr. Hriar Cabayan is a Visiting Scientist at the Lawrence Livermore Lab since 1977. In 1997 he joined the Joint Staff (Pentagon) and managed a program on operational planning. Hriar received the Joint Meritorious Civilian Service Award from the Chairman, Joint Chiefs of Staff in 2007 and in 2019. Dr. Cabayan returned to Lawrence Livermore Laboratory in October 2019. He received his Doctorate Degree from the University of Illinois in Urbana. After graduating, he taught mathematical physics for four years at New York University’s Courent Institute of Mathematical Sciences and at McGill University before joining Lawrence Livermore lab.
