I'll leave this up so that it might help someone in the future. The bolt had come loose somehow, and there was a clattering noise when the drum rotated. After a while, the belt slipped off the pulley. The pulley was so wobbly at that point that the belt wouldn't stay on. It was a bitch to get the bolt loosened. I used a right angle allen wrench and gripped it with a big pipe wrench.

Once loosened, I put some oil on it (which was a mistake), and then attempted to tighten it down. It would not tighten. I ultimately found that the aluminum in the center of the pulley had worn away, leaving black dust all over the inside of the machine.

I got a new pulley, and it tightened down nicely. However, after a couple of loads, it loosened up again, perhaps in part due to the oil I had put on the threads. I cleaned the oil off the bolt and the inside of the shaft with Q-tips and alcohol. I then used thread-lock on the bolt, and it has been fine since.

I don't know if it was necessary, but I tried to get the pulley in a position where all of the play was pushed in the counterclockwise direction, so that when the pulley was turning clockwise, it would tend to tighten the bolt.
