On my way home, I found a dog that was tied up. It seemed like the dog couldn't even go for a walk, and I felt sorry for it, so I stopped by to give it some treats. But when I checked, the dog was lying down and couldn't even eat the treats. It was unable to stand as if paralyzed and was shedding tears.

The city would likely say there's nothing they can do because the dog has an owner, and if I take it, I know it would probably go to a shelter and be at risk of euthanasia.
