Scholar Exchange: The Second Amendment Featuring Clark Neily

In this civics lesson, Clark Neily, senior vice president for criminal justice at the Cato Institute, joins National Constitution Center President and CEO Jeffrey Rosen for a discussion about the U.S. Constitution’s Second Amendment, and its protection of the right to keep and bear arms. Neily also discusses his career as an attorney and author, his role in the landmark Supreme Court case District of Columbia v. Heller, as well as answers questions from participants.
