Tampa Police Officer Brian Godcharles responded at 4:40 AM and found critical evidence at the south entrance—exactly where the State claims surveillance vehicle operated. Shell casings. Vehicle collision debris. Proof someone was positioned there. But defense exposed what Godcharles didn't do: investigate. He secured scene two hours and left.

The State needed Godcharles to establish two separate crime scenes—north entrance where Foolio was shot, south entrance where surveillance team waited. Physical evidence at both locations supports coordination theory. Godcharles found plastic debris from vehicle collision and shell casings at south entrance, radioed other officers.

Defense attorney John Malcolm minimized his role. On scene two hours? "Yes." Investigation after 6:30 AM? "I don't believe so." Take photos? "No." Collect evidence? "I located it, crime scene technician collects." Speak to Detective Ramos? "I don't believe I did."

This sets up defense attack on investigation quality. Godcharles was patrol officer who responded, found evidence, secured perimeter, handed off to detectives. Foundation witness—establishing physical evidence existed at multiple locations. But he didn't investigate connections or follow up. Defense will argue rushed assumptions and incomplete investigation led to charging wrong person.

Godcharles entered southeast entrance, saw police vehicle, got out with flashlight, found plastic pieces from fender bender. There less than three minutes before called to north side main scene.
