Safety Risk Management
Safety Risk Management requires an organisation to train and brief its personnel to:-
Make them Knowledgeable about various types of Hazards.
Promote Proactive identification of Hazards.
Inform the employees about the Reporting Channel.
Develop a system to Analyse and Evaluate the Hazards, to assess the risk.
Take steps to eliminate the Hazard or Mitigate the Risk of the Hazard.
Examples of the Hazards
Any safety concern an employee has should be reported. Some examples include:
Casual, Indifferent and Macho Attitude.
Inadequate Skill Levels, Training, Currency.
Inadequate Supervision.
Lack of Self Discipline.
Violation of Rules, Regulations, Procedures , Manuals.
SAFETY CULTURE
Safety Culture can have a direct impact on safety performance.
Safety Culture is the way safety is perceived, valued and prioritized in an organisation.
It reflects the real commitment to safety at all levels in the organisation.
Employees think of Safety in whatever they do, are Safety conscious, and follow Rules, Regulations, SOP’s Etc.
Self Discipline.
Organizational Culture
All the Employees feel Responsible for Safety.
They think of safety in everything they do.
Employees Report all hazards, Errors, and threats.
The CEO and Accountable Manager support the identification of Hazards and management of associated risks.
Just Culture
Just Culture takes into account that Human Beings are Prone to committing Errors.
Hence, it is an accepted fact that Human beings will commit errors.
If an employee commits an error that in the opinion of the Management is a genuine, honest, judgment, or skill-based error, then as per just culture, no action should be taken by the Management against that employee and he or she should be forgiven.
However hard we try, we can not make Human Beings Error Free.
Of Course, through Training, supervision, and Monitoring, we can bring down the number of errors, and seriousness of errors but we can not eliminate errors from Human System.
GAP ANALYSIS
The gap between the present status and future plans is known as Gap.
There is a gap between Where you are at Present and where you want to Reach.
One needs to analyse the Gap and plan various activities to fill the Gap.
The Gap Analysis will help the organisation in planning activities for achieving the desired results over a period of time.
Management of Changes
Any change taking place in an organisation is likely to introduce some potential Hazards.
Changes of any type in an organisation should be managed in a professional, systematic and graduated manner.
It must be understood that if the changes are not managed in a proper, effective and efficient manner, the change can compromise the safety.
Emergency Preparedness and Response
All the Operators are required to prepare Emergency Response Plans.
An Emergency Response Plan outlines in writing what should be done:-
When an emergency occurs?
What to do after an accident happens?
Who is responsible for each action?
The better prepared an organization is for an emergency, the better the chances that injuries to personnel and damage to equipment, property or the environment can be minimized.
The plan should be:
Readily available at the work stations of those that may be the first to be notified or required to respond.
Relevant and useful to people.
Exercised periodically to ensure the adequacy of the plan and the readiness of the people who must make it work.
Updated when contact information changes.
Briefed to all personnel along with their responsibilities.
Practiced so that the personnel receive training in emergency response procedures.
Conclusion
SMS is:-
Proactive Identification of Hazards.
Reporting the Hazards to the concerned Authority.
Analysis and Evaluation of the Hazards to learn about the risk they pose.
Addressing and eliminating the Hazards to Ensure that the Hazards do not Turn into Accident/Incidents.
SMS is a proven management system to manage safety in a systematic, coordinated and effective manner.
It provides Knowledge and awareness to aviation personnel to anticipate and address hazards before they become a safety risk.
SMS demands active involvement of all the employees right from the top to the lowest level in an organization.
It is the moral duty of the Top Management to promote healthy and Just culture, an Open atmosphere, trust and confidence among the employees.
Unless, Senior management is personally interested, involved and leads by example, the implementation of safety management system will remain a distant dream.
In the interest of Safety, it is essential that SMS is implemented with due seriousness by the Management of the Company.
It is of utmost importance that all the employees of an Operator are adequately trained, encouraged and motivated to fully involve themselves.
in supporting the implementation of SMS in their organisation.
