This poem was written by Richard Wilbur, who was one of the foremost poets of post-modernism, born in 1921, and died in 2017.
His poem was used to be well-detailed, elegant, and witty. This poem is sarcasm on the well-dressed people of the society who does nothing useful and call themselves civilized. Moreover, this poem gives a contrast between the lower-class people who are not respected by the masses is the real useful creature. The entire comparison is given with the symbols of sparrow (Well dressed class) and Vulture (Lower class). This poem tries to break the stereotype that ugly things are mean, and all the good-looking things are useful by appreciating the vulture by cleaning the atmosphere by eating dead bodies, and flying high is also considered to be a watchful eye on nature.
