This new unique shield is currently very cheap on both SC and HC trade, and is being used by an extremely low number of characters across all leagues. Is this indicative of a weak or useless item? While Kiloava's Bluster may not provide consistent defence, when it does proc, it's very powerful, and on average it's actually quite strong when put against similar options.
