Sandmarc Variable Nd filter is like 4 ND filters in 1 package as you can manually adjust your exposure by selecting a different stop of light. You can switch from ND8, ND16, ND32 and ND64.

When to use a specific ND filter ? It's simple:
ND-8 when there is not much light like cloudy day, sunset or sunrise.
ND-16 Should be used on a slighly brighter day.
ND-32 Clear sky with some ocassional cloads
ND-64 Super bright sunny day with very strong sunlight.

Sandmarc ND filter lets you lower down your GoPro Shutter Speed to get tha cinematic motion blur in your footage. In order to do that you must manually set your shutter speed to x2 your FPS (frames per second). So for example if you record a video in 30 fps then you need to change your shutter speed for 1/60 and adjust your Variable ND filter to avoid overexposure. If you gonna record in umm 60 fps then again you need to set your shutter speed to 2x60 fps = 1/120 shutter speed. Its very simple once you get the hang of it. :)
The only problem about having an ND filter is that Hypersmooth can struggle with it. So ideally if you record your video without shaky movements or you gonna need to have a Gimbal for your camera. Hypersmooth is electronic image stabilisation which needs a ton of light to get a crystally clear images to combine them and give stable footage. Similarly like with Low light, when you use ND filters you limit the amount of light that comes into your camera sensor thus making it harder to stabilise a shaky video.
I hope the video was clear enough and I managed to explain everything in the most cohesive way.
