A top tip to saving money on a capital city break is to stay a little bit out of the centre. the Novotel Lisbon is a great example of that. Just 20 mins on the metro into the heart of Lisbon and a great value price for a 4 star hotel.
Not only that but the hotel had big Teddy Bears and a Court Anglais on the doorstep.
