Unused Akechi Mementos request - Persona 5 Royal

A few months ago, Pan-Hime found text for an unused mementos request, last night I played around with the mod menu and found out the quest is 90% playable! What are your thoughts on this Akechi mementos request? I can see why it was cut as it's a bit confusing.
