The Playtime Engagement Bow

The playtime bow is similar to a handshake.

It is a friendly way of activating a considerate introduction with another.

When two dogs bow to each other, that is GREAT and they would love to engage in playtime with each other.

If one dog bows to another who is not bowing, they are requesting engagement in a submissive, correct way. It does not mean the other dog wants to engage, so you have to read both dogs and understand their body language to know if they are willing or not to engage.
