MY SUGGESTIONS TO FREE-CAMP OR SLEEP OUTSIDE IN HUTS, COUCHES ETC ARE OUTDATED! THERE IS (2022) A GROWING DISSATISFACTION AMONG LOCAL PEOPLE ABOUT THIS DEVELOPMENT.
Local people are very warm and welcoming to pilgrims, but within the confines of respect for their land (In Japan almost every strip of land is private property). ALWAYS ask for permission in a modest way if you want to sleep outside. Don't be pushy. But better: check websites about official Henro Hut's, use official campgrounds and remember that Tsuyado's - free sleeping places on temple grounds - are just a LAST resort in case you didn't find any payed lodging. They are not intended as default lodging.
The OHenro is not your average outdoor-destination. It is a very old Japanese tradition, in which your disposition is not just focussed on yourself, but also on giving in to the local customs of the island.
