The Chinese Communist Party's highest decision-making body has vowed to deploy what it calls "necessary fiscal spending" in an effort to reach a growth target of around 5% this year. President Xi Jinping led calls for calm in handling current economic challenges and urged officials to adopt a sense of responsibility and urgency.
