Integrated Water Resource Management #IWRM for poverty reduction and sustainable development

Water management, whether in drought or flood prone areas, is central to life and livelihoods in rural India. Rural India, especially in the regions of Bundelkhand (Madhya Pradesh), Bihar and Jharkhand, has traditionally been deeply divided along caste and class lines and dominated by a history of feudalism and violent caste conflicts, where water has been used as an instrument for social suppression and demonstration of power. Women, particularly from economically weaker Scheduled Castes (SCs) and Scheduled Tribes (STs), suffer the most due to discriminatory access to drinking water.

Welthungerhilfe along with its partner Ghoghardiha Prakhand Swarajya Vikas Sangh (GPSVS) in Bihar implement the Integrated Water Management Project (IWRM) specifically aiming at establishing and replicating models of improved water management practices towards the larger goal of poverty reduction. The project also aims to institutionalise processes and mechanisms for community managed water resources and to increase access to entitlements.

The project addresses a target group of about 30,000 small and marginalized farmers and the landless from Scheduled Tribes, Schedules Castes, and Other Backward Castes from the above mentioned states. Since its inception in the year 2010, the project has brought about not only a change in the mamngement of water resources by the community but has also strengthened the governance system at the village level through ‘Pani panchayats’.
