Mello-Roos, Special Assessments and Community Facility Districts (CFDs) are a financing tool available to local governments to fund community facilities and services through the levy of a voter-approved special tax. For the purposes of your Realtor and you as the buyer/owner, they are basically the same thing...additional taxes on top of 1% general value based property taxes.
