As I was leveling this weekend, I ran into three 120s with Warmode on. As a level 112 - 115 Prot Paladin, I was able to kill them all very easily.
This seems to point towards the discussion that was brought up in the April 26th Q&A where Ion said they want to take the world scaling tech and adapt it to PVP. It was also said that they wanted to use this to attempt to lower the gaps that gear created in power, to prevent the situations you may have seen in Legion where I would 1v5 players outside of dungeons.

All in all, this seems to be fully implemented and working well, but I still imagine as a non-tank this would have gone differently.
