Is Uraraka The WORST Rapid Character In My Hero Ultra Rumble?

Rapids are the characters that have changed the most in My Hero Ultra Rumble and right now it feels like Uraraka is at the bottom. Ever since the nerf to her beta I feel like I almost never see Uraraka anymore with most playing Froppy or Iida over her. After playing her again while her gamma combos feel good to pull off the beta is her main attack and is a massive shell of its former self. Curious on others thoughts on the current state of Uraraka.
