Beginning on Oct 26th of 2022 the Russian military began to transmit a new series of HF signals consisting of musical content on various frequencies in a loop format. These signals have solidified into a central hub of control that can both simulcast and feed independent audio feeds within this HF network. This network also contains military digital communications content.

The main network of transmitters discussed can be broken into two main groups, the primary group and a secondary grouping. The primary network group consist of linked control between 6911; 7032; 8514 and 9310 kHz, with digital content being carried via CIS-12 modem on 7667 kHz. The secondary linked subgroup consists of transmitters on 6828; 7546 and 7649 kHz. It is important to mention that additional musical loop markers not mentioned here, have no direct relation to this ‘fixed’ networks operations.

The newest transmission on 6911 kHz carries four types of audio loops, The Stalingrad Clock; The Warning Siren; The WWII Air Raid Siren and The Rock Anthem loop. During times of inactivity from the main network group, this signal generally does not play any musical content but reverts to the three prior mentioned loops, with The Stalingrad Clock being the most common audio loop. Most active content occurs between morning 0500-0600UTC and evenings 1300-1330UTC within Russia, with special transmissions rarely occurring to mark significant dates such as the New Year.

The primary grouping of transmitters display a typical channel bandwidth of 200Hz – 3500Hz and sometimes use USB with carrier H3E emission modulation and at times USB with no carrier or J3E emissions classified as 3k3H3E or 3k3J3E. The secondary group of transmitters appears to be configured differently than their parent group. Displaying slightly wider audio bandwidth from 50Hz to 3700Hz and a notable opposite side-band component existing several hundred Hz on the unwanted, most likely due to the extended low frequency response of the transmitter bandwidth crossing over into the opposite sideband before attenuation takes place. These too have used USB with carrier H3E modulation most of the time. The digital CIS-12 transmission does not appear to change state between active and idle with the cadence of the active or non-active musical content of the primary groupings.
