Governments around the world spend over US$ 13 trillion annually, or 15 percent of global GDP on the procurement of goods and services. This presents a tremendous potential to leverage public procurement as a strategic tool to drive markets towards greener and more innovative products. This will have a significant impact on climate change mitigation and adaptation investments, address social issues, promote economic and institutional development.

In line with ADB Strategy 2030, and ADB’s commitment to full alignment with Paris Agreement by July 2023, ADB has identified procurement as one of the key functions supporting and promoting the sustainability of its sovereign operations. As the regional climate bank, ADB’s procurement policy and regulations encourages borrowers to actively consider and apply sustainable public procurement to achieve value for money and maximize broader outcomes in environmental, social, economical, and institutional areas.

ADB's PPFD DDG Jeff Taylor opened the session, followed by a brief overview of ADB’s new Guidance Note on Sustainable Public Procurement. A panel of experts from ADB and other agencies such as UNDP, UCL Institute for Innovation and Public Purpose, India Ministry of Railway, Open Contracting Partnership, and Link Alliance from the construction industry shared their insights on how to implement sustainable procurement ranging from country policy framework level, organizational procurement process integration through actual application on infrastructure projects. SDCC KM Chief Susann Roth moderated the discussion.
