Why do local police departments in small cities and towns need machine guns? Why do campus police need grenade launchers? And why did America’s local police need 1100 mine-resistant armored vehicles last year alone?

Despite studies that have shown the militarization of local police departments make de-escalation of tense situations less likely, increasing the chances of injury or death to both civilians and cops, an NBCLX analysis of the federal 1033 program revealed more than $200 million in surplus military equipment was awarded to boost local law enforcement arsenals in 2019.

The 1033 program began in the 1990s to help police departments’ war on drugs, but took off after 9/11 and peaked in 2014 under President Obama. But after the 2014 protests in Ferguson, Mo., over the fatal shooting of Michael Brown by police, Obama restricted the government from giving heavy-grade military equipment, such as tanks and grenade-launchers, to local police. President Trump rolled back those restrictions in 2017.

Now, with protests filling the streets of more than 100 cities nationwide, Maj. Neill Franklin (Ret.), a former Baltimore Police Officer and Maryland State Trooper, says it is time for local communities to end their 1033 participation, so officers become approachable again.
