These higher tax rates are justified as a way to discourage harmful consumption and to generate additional revenue for the government. But here’s the twist—while cigarettes and other tobacco products attract 28% GST + cess, beedi has been placed in the 18% GST slab, which is far lower compared to other sin goods. This raises a very important question: Is the government indirectly promoting beedis?

Beedi consumption is widespread among low-income groups in India. Unlike cigarettes, which are generally consumed by middle and upper-class individuals, beedis are cheap and more accessible to rural and economically weaker sections. The government often argues that taxing beedis at higher rates could financially burden poor consumers and affect the livelihood of millions of workers engaged in the beedi industry. It is also true that the beedi industry is largely unorganized, employing a huge number of women and rural laborers who depend on it for survival. Raising GST too high could lead to job losses and smuggling of untaxed products.

However, on the flip side, critics believe that this lower taxation indirectly promotes beedi consumption, even though beedis are equally or more harmful than cigarettes. Studies show that beedi smoke contains higher levels of tar, nicotine, and carbon monoxide, making them more dangerous to health. In fact, beedi smoking is linked to a higher risk of lung cancer, tuberculosis, and heart diseases compared to cigarettes. So the paradox is—while the government taxes cigarettes heavily under the justification of public health, it keeps beedis cheaper, potentially encouraging poorer sections to consume them more.

This dual policy raises ethical and health concerns. If sin goods like alcohol and cigarettes are taxed at the maximum to discourage usage, shouldn’t the same apply to beedis? Or is this a case where political and economic compulsions override public health concerns? The beedi industry has significant political influence in certain states, and lobbying might also play a role in keeping taxes low. Moreover, increasing GST on beedis could cause social unrest among communities dependent on this trade.
