“Engagement is a prerequisite for acceptability”, says Dorothy Dankel. “I think, we have to work early and often and iterative with engagements to build up trust. Trust in the technology, trust in the companies and the institutions that are regulating offshore wind and renewable energy.”
Social acceptability – or lack hereof – is a major topic to solve for wind energy deployment, as resistance more often than not local delays or outright hinders wind farm projects. There is a rising consensus that local communities have been engaged too late in previous projects and that a new approach needs to be implemented.
A recent study on wind turbine noise found that communities labels it as noise when they have been engaged late in the development phases, but as noise if they have been engaged early and inclusively.
“I think that engagement happens on different levels,” she continues. “I like the idea of engagement at stage zero and not at stage 1 or 2 or 3 of a technology. Trust is something that you have to earn. It's not something that you can take for granted because it can also be taken away in a split second.”
