SFV netcode skips your frames if your opponent is lagging behind and rewrites their frames to compensate for game de sync and online lag. This results in the better connection opponent seeing a lot of teleporting and less time to react to the opponents moves. Whereas the lagging opponent will sometimes see hits roll back and become blocked instead. The lagger will tend to have the advantage as all frames will be rendered in real time whereas the better connection opponent will be trying to catch up the lagging opponents game sometimes resulting in skipped frames or missing animations like shown.
