পরিকল্পিত শহর গড়তে পূর্বাচলকে বেছে নেয় রাজউক। আবেদনকারীদের মধ্যে লটারি করে প্লট বরাদ্দ দেয় সংস্থাটি। তবে সবার জন্যই একই পদ্ধতি নয়। সরকারি সিদ্ধান্তে বিশিষ্ট ব্যক্তিদের নামে প্লট বরাদ্দ দিতে আইনে এ্কটি ধারা যোগ করা হয়। যেটির ব্যবহারে নানা সময়ে যাকে-তাকে দেয়া হয়েছে পূর্বাচলের প্লট। এমনকি এ তালিকায় ছিলেন সাবেক প্রধানমন্ত্রী শেখ হাসিনা ও তার পরিবারের ৫ সদস্য। প্রত্যেকের নামে বরাদ্দ দেয়া হয় দশ কাঠার ছয়টি প্লট।

A clause was added in the Act to allot plots in the name of eminent persons on government decision. The use of which has been given to everyone at various times. Even former Prime Minister Sheikh Hasina and 5 members of her family were in this list. Six plots of 10 katha are allotted in each name.
