Koudy Wane Tall of Senegal’s Ministry of Communication, Telecommunications and Digital Economy (MCTEN) outlines the country’s digital transformation roadmap from the WSIS+20 High-Level Event 2025 in Geneva. Representing a government that first championed the Digital Solidarity Fund in 2003, she explains how Senegal now blends artificial intelligence, e-government services and broadband expansion to accelerate inclusive growth. http://www.numerique.gouv.sn/ and https://www.newdealtechnologique.sn/

Two decades after President Abdoulaye Wade proposed the fund in Geneva, Senegal returned with six shortlisted projects at WSIS 2025 and captured the Action Line 7 e-Employment Champion Prize. The delegation emphasised results-driven governance, noting that each winning solution is mapped to both the original eleven WSIS action lines and to specific Sustainable Development Goals.

Policy commitments are anchored by the National Strategy for the Development of Artificial Intelligence (SNDIA) adopted in September 2023 and the “Technological New Deal” digital blueprint launched in February 2025. Together they prioritise ethics-by-design, sovereign data stewardship and universal access, with milestones extending toward 2035 to create a high-value, service-centric digital society.

Education is an early proving ground. Under the “Going Digital” partnership with GIZ, the ministry is rolling out open educational resources, cloud-based teacher training and low-cost endpoints to schools in peri-urban and rural departments. The initiative uses learning analytics dashboards to monitor progress and guide policy interventions.

Startup Jangalma showcased its AI-driven tutoring platform that generates adaptive learning pathways and parent dashboards. With 150 000 registered learners, the system fuses natural-language processing, spaced-repetition algorithms and offline caching for bandwidth-constrained environments, delivering curriculum-aligned content in French, Wolof and Pulaar.

Yëllo, another finalist, targets remote communities with an audio-centric mobile app. Its speech-synthesis engine narrates complete Sénégalaise curricula, lets users download content for zero-connectivity zones and layers gamified micro-incentives. The service has surpassed 200 000 active learners, demonstrating the viability of edge-AI models for inclusive education.

Language accessibility extends to I-Wanga, an intelligent voice assistant optimised for West African languages. Built on transformer-based speech-to-text and neural-machine-translation models, it delivers conversational interfaces for ecommerce, agriculture helplines and public-service chatbots. Complementing this, an AI tele-retinopathy pipeline screens retinal images for early diabetic lesions, bringing ophthalmology diagnostics to primary-care posts.

Infrastructure remains the backbone. While mobile coverage exceeds 100 percent SIM penetration, roughly half of citizens lack reliable data service. The ministry is expanding fibre backbones, negotiating satellite backhaul and activating a Universal Service Fund to subsidise last-mile access. Coupled with mature mobile-money rails, these measures position Senegal as a regional laboratory for scalable, ethics-aware digital public goods.
