Many US government services are being closed as Congress has failed to pass the next budget before the new fiscal year began on Tuesday, The Democrats and the Republicans have not reached a compromise over President Barack Obama's healthcare bill.

The Democrat-controlled Senate and Republican-led House of Representatives had until midnight Monday to reach a breakthrough for the next budget bill to go into effect at the start of the new fiscal year on October 1st.

Late on Monday, the Senate rejected a proposal by the House for the 2nd time that day to delay the healthcare law in exchange for temporary funding for the federal government from Tuesday.

After the deadline, the White House Office of Management and Budget ordered executive departments to operate in accordance with the agency's contingency plan, due to the a lapse in funding.

Essential services such as those for national defense, security and medical care are expected to continue.

But facilities such as museums and national parks will be closed for the first time in about 18 years and concerns are rising about the impact on the financial markets.

Hundreds of thousand of federal employees are being suspended without pay.
