The UNDERGROUND SPILLWAY Is No Longer UNDERGROUND?!? (Extreme Drought Monsters)

The drought in the midwest has pretty much become a norm at this point.. How long has it been? 2 years? 3 years? I'm not sure, but its been awhile.. I can't remember the last time rivers flooded, or lakes were at full capacity. 6 years? 7 years? Anywhoodles.. The underground spillway is one of my favorite places to fish. Not only is the tube not underground anymore, there also was construction done. Good thing? Bad thing? Not sure, but I do know this day it was popping of with toothy critters.
