Famous Madeira toboggan ride. You can take the cable car to get to the Monte Palace. You probably won't beat the crowd (especially if cruise ships are docked in the city). Also, you could walk, but it will take you about 1.5 hours. another option is to pay for the tour.
Still the best way is to take the city bus. 20 and 21 starts at the downtown on the Rua 31 de Janeiro and goes all the way to Monte palace. Bus 48 starts close to the Forum Madeira and goes to the same bus stop. This way you can beat first passengers from the cable car by good 20 minutes and be the first in line.
