The ArriveCAN app was first introduced in 2020 by the Canadian government. It was initially intended to allow travellers coming into the country during the COVID-19 pandemic to save time by making "your customs and immigration declaration using Advance Declaration in the ArriveCAN app before you fly into one of Canada’s participating airports."

The app's introduction was much delayed and costs ballooned. In a 2024 report, the Auditor General of Canada estimated that the project cost in the order of $60 million and that taxpayers had "paid too much." A House of Commons committee has been investigating the scandal.

On March 14, 2024, the At Issue panel on the CBC flagship newscast The Nation weighed-in on the topic. The panel's consensus was that while the federal Liberal government would have to "wear" the political consequences of the scandal, the greater problem is the systemic nature of poor (and perhaps corrupt) procurement practices within the Public Service of Canada.
