Easily one of the most difficult yet rewarding missions in Winds of Change. This quest perfectly illustrates why WoC can feel so punishing: it’s highly unpredictable, and no two runs ever play out the same way. Getting wiped early isn’t necessarily a sign of a bad build. More often than not, it’s simply the nature of this mission’s RNG.

With only a four-man party, tactical options are limited. One thing WoC has consistently taught me is that damage control often outweighs raw healing. Interrupts are your best friend here, every interrupted cast is damage prevented.

I’ve had good results on this quest using Gwen with Panic, but for this playthrough I opted for Norgu running a Keystone Signet build focused entirely on signets for better energy efficiency. Despite a shaky start (Livia went down twice early on!), the final engagement was surprisingly smooth.

I also experimented with flagging my heroes behind the Ministry of Purity during the dialogue to gain a positional advantage, though it’s hard to say how much impact that really had.

As with most of WoC, small differences in enemy spawns, allied NPC compositions and even their positioning can completely change the outcome of this mission. The Mesmer Tenchu, equipped with Panic, did an excellent job controlling the Ministry, and in the end, leaving Gwen at home proved to be the right call.
