Mixolydian b13 is the 5th mode of Melodic Minor. It has a major 3rd and minor 7th making it dominant and also has a flat 13 (the 6th note is flat). Kenny Garrett popularized this sound and it is a great choice to create interest on dominant chord and pedals. It has an augmented sort of sound to it since that b13 can be heard as a #5.
