This SIMPLE thing makes POWERFUL Ebikes Legal? ft. Crazybird Jumper

This is the Crazybird Jumper. A 750w ebike capable of reaching 30mph. Most would agree that this electric bike is not legal. But it comes without a throttle and is HARD limited to 15.5mph and therefore a much lower wattage. So does this mean the Crazybird jumper and other ebikes with similar features are also legal?
