This is, of course, The Cult of Skaro, an elite Dalek organisation higher than the Dalek Emperor himself. They were designed to think as the enemy thinks. To use initiative and ultimately exterminate their enemies. Ultimately, the Cult of Skaro was a great success for the Dalek species.
