On 22nd August 2025, the Promotion and Regulation of Online Gaming Bill, 2025, introduced by Minister of Electronics and IT Ashwini Vaishnaw, officially became law after approval by both houses of Parliament and Presidential assent. The bill bans all types of online real-money games, including gambling, betting, and fantasy sports, whether based on chance or skill.
The passage of the bill was swift, described as a “ninja strike” completed within 96 hours, leaving the gaming sector shocked. The government said these games cause addiction, debt traps, fraud, scams, and family problems, especially among youth.
The law bans advertisements, money transfers, and even apps or websites that promote such games. Authorities have been given wide powers of search and seizure. Violations may result in 3 years imprisonment and fines up to ₹1 crore, with harsher penalties for repeat offenders.
At the same time, the bill encourages safe gaming like e-sports, casual games, and educational apps under a new central regulator. Prime Minister Narendra Modi praised the law, calling it a step toward making India a leader in safe and creative gaming.
However, the decision could impact India’s ₹13,000 crore online gaming industry, hurting fantasy sports apps like Dream11 and leading to heavy tax revenue losses. Parents welcomed the move, but experts warn the ban could push users toward offshore or illegal apps.
This law marks a major shift in India’s digital gaming landscape, raising hopes of safety but concerns about enforcement.
