PUSH BUMPER:
Most noticeably on these Skoda Kodiaqs is the push bumper. The Czech State Police started using them on Octavias in 2020:    • *Push Bumper + Red & Blue Lights* NEW Czec...  
As you can see, they were slightly redesigned for the Kodiaqs and look amazing in my opinion! 😁

PREVIOUS KODIAQ CRUISERS
In 2021 the Czech Police placed Kodiaqs of the first generation into service:    • [NEW] Prague / Czech Police SUV responding...   As far as I know they were not intended to become patrol vehicles so when the decision was made, the light and siren package was rather spare compared to the Octavia and Scala based patrol cars of that time.

EMERGENCY LIGHTING
The second change is the emergency lighting. Unfortunately for me and others from the Czech Republic, it is once again from Holomy but at least it is now up to the standards of the 2020 Octavias. This means grille lights, a dash light, intersection lights and - new to patrol cruisers - additional rear lights that are visible when the trunk is closed and opened. Those are all from SoundOff Signal (distributed through Holomy). In contrast to the 2020 Octavias, the side facing lights are not partially blocked by the push bar but it seems like they're facing a bit towards the sky which makes them less effective.
The lightbar is the current standard Holomy lightbar for police vehicles.

SIRENS:
I assume the siren is a new one from Holomy as well. It is a clear copy of the standard Whelen siren tones, at least the wail, yelp and piercer is. This is how the Whelen siren sounds like in comparison:    • Prague Police MVA/ traffic van responding ...  
The new Holomy siren has a slightly different "accent" or pitch but sounds extremely similar. It is hard to distinguish them until the vehicle comes closer to you.
Personally I am also glad that the SoundOff Signal sirens were only used on one generation of Octavia cruisers. Apart from the toy-ish sound, they also have less warning output than the Holomy sirens on the previous Kodiaqs (    • [NEW] Prague / Czech Police SUV responding...   ).


I am hoping that someday, the patrol vehicles will also get proper Whelen lights and sirens just like this Czech Police Kodiaq has:    • Prague/ Czech Police Command/ Supervisor C...   Those would not just be brighter and more effective but also save the Czech State Police a massive amount of trouble and money that is currently spent to fix broken SoundOff Signal and Holomy lights & sirens. I know the problems as well as the internal repair cost numbers for Prague and these are already absolutely nuts.


RED & BLUE LIGHTS?
Some people may wonder why the Czechs use red warning lights. Legally all Czech emergency vehicles must have blue lights. Since October 2018 fire departments, official EMS and the Czech State Police can also use red & blue lights if they want to. Since red & blue has a much better visibility, almost every single new emergency vehicle from the agencies mentioned above has red and blue lights. The law also states that if an agency decides to use red & blue it must be in a ratio of 50/50.
