What is the Hidden Truth behind the Townsfolk of Tristram being UNABLE to escape the town, without being slaughtered, in Diablo 1?

Why, if the people of Tristram COULD have easily been slaughtered, at any given moment, as seen in Diablo 2 were they allowed to live?
