When taking out a loan backed by real estate, an important criterion that determines how much will be lent is the LTV, or loan-to-value ratio.

The Fair Trade Commission has decided to impose a fine of approximately 270 billion won on the four major commercial banks for colluding by frequently exchanging LTV information.

This is a report by Lee Do-yoon.

Small and medium-sized construction companies mainly build commercial buildings and officetels.

They have taken out real estate-backed loans multiple times, but the loan-to-value ratios (LTV) presented by the banks were always the same.

The Fair Trade Commission viewed these similar figures as a result of collusion.

Employees of the four major banks shared up to 7,500 pieces of LTV information, and based on the information obtained, they adjusted the numbers, according to the Fair Trade Commission.

It was also reported that bank employees destroyed documents to eliminate traces of information exchange or directly mentioned concerns about collusion.

The LTVs of the colluding banks were clustered at a level nearly 8 percentage points lower than those of other banks.

From the borrower's perspective, this means that the loan limits have decreased and the options have become narrower.

The Fair Trade Commission has decided to impose a fine of about 270 billion won on the four banks.

This is the first sanction against collusion on bank LTVs and the first case where the exchange of information among competing businesses was judged as collusion.

However, it is unclear how much consumers have been harmed by this collusion.

The banks argue that it was a process of managing risks in line with the financial authorities' policy direction, so there is a high possibility of this escalating into litigation.
