Risks and Benefits of Land Reform in Ukraine

Ukrainian President Volodymyr Zelensky has promised to start a land reform this year. The EU and the IMF have long insisted on opening the agricultural land market. Ukraine has undertaken this obligation both in the Association Agreement with the European Union and in the Memorandum of Cooperation with the IMF.
