What makes you pass the green light safely is that you can be sure that the cars behind the red light will not suddenly decide to cross it and crash into your car. That is, the system and regulations of urban traffic create confidence in society that they can trust and predict the behavior of each other. This facilitates and accelerates the movement of people and their peace of mind. The generalization of such conditions means that investment and economic and social activities become easier and cheaper for people and society becomes more developed. Therefore, predictability is a driver of development and on the other hand, it is also an indicator of development because experience has shown that the more developed a society is and the more its structures are formed, the more predictable the behavior of its individuals and institutions is. Therefore, my suggestion is to encourage institutions, government agencies and individuals to make their services and behaviors more predictable in order to simplify the concept of development for the public, in order to reach a practical consensus definition of development. Sepehr Ghazinoory is a professor in the Department of Information Technology Management, Tarbiat Modares University, Tehran, Iran. He received his BSc, MSc and PhD in Industrial Engineering from Iran University of Science and Technology (IUST). He has authored numerous books and articles about cleaner production, strategic planning and management of technology in Persian and English. He was also policy making deputy of Iran's vice-president for S&Tand senior consultant in formulating the Iran Nanotechnology National Initiative. He is currently consultant to different ministries and editor in cheif of journal of science and technology policy (JSTP).
