8x7x2 flat clock circuit. Relatively few components (and space) required, and can be set to have a period of any integer multiple of 1.6 seconds up to 512 seconds (8m 32s). While I would be somewhat surprised if I am the first person ever to come up with this design, it is an entirely independent invention.

Wait, yep. Sethbling did it. On the other hand, he doesn't include the edge detector and lever, which I think are valuable additions :3

The edge detector part can be left out, and the clock will have four outputs each of duration 1/4 of the period (0.4s x # items). The lever can be placed next to any of the pieces of redstone, allowing the clock to be stopped in the same way, but the output cannot be turned off while the clock continues to run before halting. Another option is to remove two of the comparator-block-redstone-repeater sections (they must be on opposite sides of the hopper loop), which will save on resources, and halve the period to 0.8s x (1 + # items) -- a maximum of 256.8 seconds (4m 16.8s). This may be useful if you want the greater precision of having steps of 0.8s rather than 1.6s in the period.
