Register for VAT in only one EU country and store your inventory there, you are eligible to sell in other countries without registering for VAT in each country, if your annual selling is below the threshold

Important Points To Note

SKU and ASIN remains the same
FBA Small and Light SKUs cannot be added to this EU/UK fulfillment program.
You can not make same SKU to enroll into SNL in one country and not in another, even if you send separate inventory.
Dangerous goods ( HASMAT) may not be allowed to enroll into this program in some countries.
You can not change images from one market places to another but simple text ( title, bullet ) can be different in each market place.

How to enroll & enable EFN

Enable the European Fulfillment Network between the UK and the EU by going to Settings – Fulfillment by Amazon – Cross-Border Fulfillment Settings – Edit - EFN between the UK and the EU - choose the options that best suit you – Update
If you have not done it yet, you will need to list your products on the UK store and on any or all of the following EU stores: France, Germany, Italy and Spain. Remember that the same SKU must be provided for both your UK and EU offers. You can create your offers by: uploading them manually, uploading them in bulk, or by using Build International Listings tool.

How to disenroll & check non listing reasons

You can check the eligibility of your offers through the European Fulfilment Network ASIN Eligibility report in Pan-European FBA Inventory Reports.
"Explanation of alerts" file provides insight into the potential ineligibility reasons for your offers and whether an action can move the offer to eligible.
Third step is the "Enrollment" tab will allow you to see the offer status by locale and request addition or removal of offers between the UK to EU EFN program.
Further be noted that, to add or remove an offer from the program, input must be made to the "enable/disable" column for the relevant locale. The valid inputs to this column will be "Yes/No". Once you have updated your enrolment status save the file in the same format (.xls or .xlsx) as when you downloaded it. You can then upload the file in the Pan-European FBA inventory reports page where you downloaded the file
