The Stagger Effect Part 1 is an obnoxious Battle Intel quest from Chadley, but that's how you unlock the First Strike Materia in Final Fantasy VII Remake. They ask you to use "unique attacks" against staggered enemies AND gain a full ATB Gauge immediately after. What they don't tell you is that "unique attacks" are the Triangle Abilities that each hero gets - such as "Punish Mode" for Cloud or "Whirling Upper Cut" for Tifa. At first, I thought you needed to use DIFFERENT abilities but "unique ability" is just what they call those triangle moves.

Completing "The Stagger Effect Part 1” is difficult because by the time you stagger an enemy in Final Fantasy VII Remake that enemy is often already defeated or by the time you use your unique abilities they die before the ATB gauge fills all the way. You want an enemy with a lot of health so you can stagger them AND still have time to whack away with your unique ability while your ATB gauge refills. It's a bit obnoxious but not horrible once you learn all the tricks - just be patient and track down high HP enemies you won't defeat before you can do all of the quest requirements.
