How to complete The Serpent's Jaws quest to find the hidden Shae Katha Shrine near Spring of Courage

Note:
If Farosh doesn't spawn, it's because your not far enough into the main quest.
For me Farosh spawned after this quest:    • Locked Mementos Blue Flame Part | Que...  

Guide:
Step 1:
Talk to Kass in Pagos Woods.

Step 2:
Go to the campfire near Lakeside Stable and sleep till night.

Step 3:
Go on Floria Bridge and wait Farosh and shoot him with arrows.

Step 4:
Get Farosh's Scale and offer it to the statue at the Spring of Courage
