"We are obviously convinced that dialogue must be given a chance. It's in this spirit that the international community wants to approach the North Korean crisis, with its implications and complexities which I have just mentioned. At the same time, the importance of the issues involved, all of which affect non-proliferation, as well as regional politics and people, all these factors combined steer us towards putting the emphasis on a dialogue in which the international community is united in addressing North Korea, and consults with itself to determine what will be the next stages. As far as the attitude of North Korea goes, we hope that North Korea can reconsider its decision, we hope that different regional, bilaterial and multilateral approaches can stop them leaving."

STORYLINE:

French Foreign Minister Dominique de Villepin on Saturday condemned North Korea's decision to quit the global nuclear arms treaty and suggested that the issue be dealt with by the United Nations Security Council.

Villepin, on a two-day visit to South Korea, met his counterpart Choi Sung-hong to discuss North Korea's decision to pull out of the Nuclear Nonproliferation Treaty.

Choi called for further efforts to resolve the issue through dialogue before asking the UN Security Council to handle it, according to a South Korean official, who spoke on condition of anonymity.

The official quoted Choi as telling de Villepin that South Korea still supported dialogue between the United States and North Korea to resolve the dispute.

Villepin also met President Kim Dae-jung and President-elect Roh Moo-hyun and heard about South Korean hopes to end the crisis peacefully, South Korean officials said.

The French minister flew to Seoul from China, where he also discussed the nuclear crisis with President Jiang Zemin, Vice-Premier Wen Jiabao and Foreign Minister Tang Jiaxuan.

China, a close ally of North Korea, favours a peaceful settlement to the crisis.

Beijing supports a nuclear-free Korean Peninsula.
