On The Scene: Colombian President Gustavo Petro said on Wednesday (November 13) he estimated more than US$300 million will be needed for initial aid to address the emergency caused by heavy rains in the northwest of the country. Heavy rains in Choco caused severe flooding affecting thousands of families and causing the destruction of homes and infrastructure in multiple municipalities. The extreme weather has triggered widespread flooding and landslides across the South American country, leading Colombia's first leftist leader to declare a nationwide state of disaster on Sunday (November 10).
